The current base cost of selling Indian shares for large companies is around 220-230 basis points.
This premium will be on top of a current charge of 150 basis points, provided by market watchdog Securities and Exchange Board of India (Sebi). HFCs will be allowed to issue shares through one of the three stock exchanges- NSE, BSE and the National Stock Exchange Corporation (Nucleus).
"A 300 basis point basic cost is being worked out in consultation with the SEBI. It will be higher than the existing base cost or the stock market regulator's current base cost. This is not the final figure but indicative of what it could be," said a top government official on conditions of anonymity.
Currently, the base cost of securities is calculated based on entry prices (excluding borrowing costs and brokerage), under the base cost method used by Sebi. Also, HFCs can issue shares by issuing unlisted securities. This would add to the basic cost of the issues. So the 300 basis point premium will be on top of the existing 150 basis points and other charges.
Among the various reforms that the government has announced, it has tried to rationalise and open up a wide range of instruments available to investors. Currently, there are just two instruments: listed securities, which come under the capital market regulator and unlisted shares, which fall under the separate exchange regulator.
Over the past few years, the government has been talking about HFCs going public. However, according to experts, the government has not figured out how to do it. Given the small size of the economy, the debate has centred on whether there is enough demand. The government has also not found a way to attract retail investors, who want something familiar.
"The private sector has not shown much interest in this," said an official familiar with the government's thinking. "This could be explored." An HFC would allow it to raise equity capital.
